AFS preparation project management

Most AFS engagements do not fail on technical accounting. They fail on coordination: nobody is certain which working papers are done, which have been reviewed, and how much time is actually left. We run AFS preparation as a managed programme through our client portal, so that is always visible.

The real problem in an AFS season

By late August, a typical municipal finance department is working from a spreadsheet of working papers, a WhatsApp group and somebody's memory. Papers get submitted, reviewed, sent back with notes, corrected and then updated onto the AFS, and each of those is a separate step that somebody has to remember. When the Auditor-General asks for the audit file, nobody can say with confidence what is in it.

The technical accounting is usually the part that is under control. The coordination is not, and that is what causes late submissions, missed review notes and working papers that never make it into the file.

How we run it

We set the AFS up as a plan in our client portal at the start of the cycle. Every working paper is a tracked item with an owner, a due date and a risk rating, grouped by statement area. Each item then moves through defined stages: submitted, reviewed, review notes corrected, updated onto the AFS, and added to the audit file. Nothing is complete until it has been through all of them.

Against that plan sit the dates that matter, being the internal submission date, the date everything must reach the reviewers, and the statutory date for submission to the Auditor-General. Progress is measured against those dates rather than against a general sense that things are going well.

  • Ownership is explicit. Every working paper has a named person, so nothing sits unallocated until somebody notices.
  • Progress is measured, not estimated. Completion is calculated from the stages actually reached, and corrections show as they happen.
  • Risk is visible early. High risk items are identified at planning and tracked separately, because those are the ones that cause problems late.
  • Everything is logged. The portal keeps a record of who did what and when, which becomes useful evidence during the audit.
  • Your team and ours work in the same place. No parallel trackers, no version confusion, no reconciling two lists in September.

Using AI on municipal data, safely

Finance staff are already using public AI tools. That is happening in most organisations whether it has been approved or not, and for a municipality it carries real risk, because the data being pasted into those tools is ratepayer data, staff data and unpublished financial information.

The portal gives municipalities a controlled alternative. AI assistance is available inside the environment, working on the municipality's own data, within access controls the municipality sets, and with the activity logged like any other action in the system. The point is not that AI does the accounting. It is that the work which staff would otherwise take to an uncontrolled tool happens somewhere the municipality can govern and account for.

We keep the detail of how this is built for client discussions rather than the website, and we are happy to walk your IT and internal audit functions through it.

Who this suits

Municipalities that prepare their own statements but struggle to hold the process together, and municipalities where we prepare the statements and the finance team needs visibility of progress rather than a status meeting. It works alongside AFS preparation and audit readiness rather than replacing either.

It is most useful when it starts at the beginning of the cycle. Setting it up in August gives you a good picture of how far behind you are, which is worth something, but not as much as starting in time to do anything about it.

Frequently asked questions

Is the portal available to municipalities that do their own AFS?

Yes. Some municipalities use it purely as the project management layer for their own preparation, with us providing review at the end. Others use it alongside a full preparation engagement.

Where is our data held?

In the portal environment, separated by client, with access controlled by role so that users only see what they are entitled to see. We take your IT and internal audit teams through the arrangements before anything is loaded.

What does the AI actually do?

It assists with the drafting and checking work that finance staff would otherwise take to a public AI tool, on the municipality's own data and inside its access controls. It does not make accounting judgements and it does not sign anything off. The work is still reviewed by a person and, where we are engaged, by a CA(SA).

Can our internal audit function get access?

Yes, and we would encourage it. Read access for internal audit and for the audit committee gives them a live view of AFS progress rather than a report after the fact.

When should we set this up?

At the start of the reporting cycle, so the plan covers the whole period rather than the last few weeks of it. For a 30 June year end, that means having it running well before July.
